A couple of similar questions are posted, but they are for an earlier Chrome release, or a different setup?
I'm on Chrome version 71.0.3578.98 (Official Build) (32-bit), and Adobe Reader XI, v. 11.0.03.
I'd like Chrome to open a PDF after I download it from the down-arrow icon on a web page. These articles offer related advice:

These either explain how to do the reverse (no auto-open), or refer to Chrome v. 30-ish, or I do not have the hamburger icon, or the responder says the option is controlled by the sending web page, not Reader. (The multi answers seem to indicate the the last option here might not be so.
The non-hamburger right corner has only the three-stacked-dots menu. I also went to Settings > Tools, and all the settings, and couldn't find an Apps list.
